Amb. Maj. Gen. (Rtd.) Gaudence Salim Milanzi, is a distinguished leader with over 40 years of dedicated service in Military Leadership, Strategic Defence Planning, Peacekeeping and Diplomatic roles. His extensive experience encompasses various leadership positions in the Tanzanian military, regional peacekeeping initiatives and high-level Government roles.

Amb. Maj. Gen. (Rtd.)  Milanzi commenced his career with the Tanzania People’s Defence Force (TPDF) in 1977, where he demonstrated exemplary leadership and advanced through the ranks to the esteemed position of Major General. Upon his retirement from active military service, he transitioned into public sector, serving as Permanent Secretary for the Ministry of Natural Resources and Tourism.

Amb. Maj. Gen. (Rtd.)  Milanzi holds a Masters degree in Security and Strategic Studies from the Bangladesh University of Professionals (2012), Post Graduate Diploma in Law majoring in International Law from the University of Dar es Salaam (1989) and a Bachelor's degree in International Relations and Public Administration from the University of Dar es Salaam (1988).

His contribution to conflict prevention, peace-building and civil-military cooperation is widely respected by organizations such as the United Nations, African Union and regional bodies across Africa such as SADC. With his profound insights and strategic leadership, he is well-positioned to guide the organization towards digital transformation to sustainable growth and lasting impact.

Toyi A. Ruvumbangu is a dynamic Banking Professional with over a decade of experience in retail, SME, and local corporate business banking. He has a proven track record of driving revenue growth, optimizing portfolio performance, and building high-performing teams in leading financial institutions such as CRDB Bank, NMB PLC, and NBC Bank. Currently serving as the Head of Business Banking at CRDB Bank, Toyi oversees a vast network of 245 branches and 200+ relationship officers nationwide, managing a diversified portfolio that includes SME, agribusiness, and asset financing. Under his leadership, the bank achieved significant milestones, including growing deposits to over TZS 946 billion and reducing the Non-Performing Loan (NPL) ratio from 13% to 7% within three years.
Toyi holds a Master’s in Business Administration from ESAMI and a Bachelor’s degree in Mass Communication from St. Augustine University of Tanzania. Known for his strategic vision, client engagement expertise, and ability to lead transformative initiatives, he has successfully implemented business development strategies, reduced risk, and enhanced profitability in highly competitive markets. As Vice Chairman of the Board for the Tanzania Police Force Production Agency (TPFCS), Toyi continues to contribute to strategic decision-making and governance beyond the banking sector. His strong leadership, market insights, and commitment to excellence position him as a catalyst for growth and innovation.

Caroline Damian Kanuti is a seasoned professional in post and logistics services, currently serving as the Assistant Director of Postal and Logistic Services at the Ministry of Communication and Information Technology in Dodoma, Tanzania, a role she has held since September 2013. She has extensive experience in Postal Management and marketing, having held positions such as Senior Marketing Officer and Principal Marketing Officer at the Tanzania Posts Corporation.
Caroline holds a Master’s in Business Administration (Marketing) from the Open University of Tanzania and a Bachelor of Commerce and Management (Marketing) from the University of Dar es Salaam. Her expertise includes customer service, ICT project monitoring, and direct mail market development, enhanced by training through institutions like the Universal Postal Union and the Eastern and Southern African Management Institute.

Matimbila Paul Lyuba is an experienced ICT professional with expertise in computer security, network management, and data analysis. He holds an MSc in Computer Security from the University of Birmingham, UK, and a BSc in Computer Science from the University of Dar es Salaam (UDSM). He also holds various international certifications, including Red Hat Certified Engineer, Cisco Certified Network Associate, and Information Systems Security Professional (ISSP). He has worked as an Assistant Lecturer and Consultant in areas such as system development and ICT security, with experience at institutions like DMI, Mwalimu Nyerere Memorial Academy, IFM, TIA, and the Ministry of Lands, Housing, and Human Settlements. He is particularly skilled in data analysis, Linux systems, and network security.

Hassan Kitenge is a seasoned professional with a strong background in public service and management. He holds a Master’s in Business Administration (International Business) from the Indian Institute of Foreign Trade and a Bachelor of Commerce and Management (Marketing) from the University of Dar es Salaam. His work experience includes roles such as Independent Management Consultant, Secretary at the President’s Office, Director of Performance Contracting Division, and Assistant Director in Monitoring and Evaluation Systems at the President’s Office, Public Service Management. Additionally, he has been involved in numerous local and international committees and task teams related to public service reform, governance, and strategic planning.
 

Poniwoa Andrew Mbisse is a seasoned professional with over 20 years of experience in risk management, compliance, governance, and financial oversight. As a Certified Public Accountant (ACPA-2777) and a Certified Risk Analyst, she has developed and implemented robust frameworks to enhance operational efficiency and compliance in leading financial institutions. Her leadership acumen has been instrumental in transforming governance practices and fostering a culture of risk awareness.
Currently serving as an Independent Director at China Dasheng Bank, Poniwoa chairs the Board Audit, Risk, and Compliance Committee, where she drives strategic governance and financial reporting standards. She previously held key leadership positions at Mwalimu Commercial Bank and Azania Bank, designing risk management frameworks, introducing corporate risk registers, and ensuring adherence to regulatory requirements. Her earlier career as Auditor in Charge at KPMG Tanzania solidified her expertise in auditing and financial integrity.
Poniwoa holds a Bachelor of Commerce in Finance from the University of Dar es Salaam and advanced certifications in directorship from the Institute of Directors in Tanzania. A trailblazer in risk management and compliance, she has successfully developed business continuity policies, trained risk champions, and enhanced control environments in her various roles. Her commitment to excellence and governance makes her a vital contributor to organizational success.

Nura Mohamed Abubakari
Nura Mohamed Abubakari is an experienced ICT Officer, currently working in the Ministry of Communication and Information Technology, based in Kisauni, Tanzania. Born on May 28, 1987, Nura has built a career in technology services, contributing to the advancement of IT solutions within the public sector.
Nura is dedicated to leveraging ICT to enhance government operations and deliver effective technological support. He is fluent in Swahili and well-versed in communication systems, aligning with his role in the ministry. His commitment to excellence and innovation drives his contributions to the ICT sector in Tanzania.
