Macrice Daniel Mbodo

Postmaster General

Mr. Macrice Daniel Mbodo is an accomplished Presidential Appointee and a Seasoned Corporate Leader with extensive experience in finance, auditing, and Procurement Management. Macrice Mbodo joined back to TPC as a Postmaster General following his second appointment by the President of United Republic of Tanzania H.E Dr. Samia Suluhu Hassan, in September 2024 shortly after his Masters studies on National Security and Strategic Studies (MSSS) from the National Defence College. Prior to that Macrice Mbodo was a Postmaster General to TPC, where he played a critical role in transforming and managing corporate digital transformation and digitization of Post.

He started his career as an Audit Officer to TPC and he held various positions within the Corporation, such as Audit Manager and General Manager Corporate Resources Management. Throughout his career, Macrice Mbodo has held various senior leadership roles such as a Board Vice Chairman, Chairman of the Board Audit and Risk Committee, and a Board Member at TPB Bank Plc. In addition, Macrice Macrice has served as a Chairman of the Board Audit Committee, and Board Member for the Tea Board of Tanzania (TBT). Macrice Mbodo is among of the few experts extends to consulting and providing strategic guidance to prominent organizations such as The National Board of Accountants and Auditors (NBAA) and The National Electoral Commission (INEC).

Macrice Mbodo holds a Master of National Security and Strategic Studies (MSSS) from the National Defence College and an MBA in Corporate Management from Mzumbe University. He also earned an Advanced Diploma in Accounting from the Institute of Finance Management. In addition to his academic qualifications, he is a Certified Public Accountant (CPA) and CPSP certified Procurement and Supplies Proffessional. Macrice Mbodo has further honed his leadership and governance, as he is also holds a Mastery in Directorship and a certified Director from The Institute of Directors in Tanzania (IoDT).

Eng. Clarence K. Ichwekeleza

Director of Projects

Eng. Clarence K. Ichwekeleza is the Director of Projects at Tanzania Posts Corporation (TPC), leading the digital transformation of postal services to align with Tanzania’s Digital Economy Initiatives. With over 25 years of experience in the communication and ICT sectors, she has been instrumental in implementing key national ICT strategies, including the National ICT Policy (NICTP 2016) and the Tanzania Innovation Ecosystem Program (TANZICT). Eng. Ichwekeleza has also advised on communication reforms and policies to support the nation’s digital transformation agenda.

She holds an MSc in Telecommunications Engineering and a BSc in Electronics and Telecommunication Engineering from the Ukraine State Academy of Telecommunications. She also completed an Executive Education Program on Driving Government Performance at Harvard University.

Eng.Ichwekeleza’s achievements include her involvement in the National Physical Addressing and Postcode Project and the establishment of Tanzania’s National Space Agency. She is a recipient of multiple awards, such as the Women in Technology Award and ITU Telecom World honors. Clarence serves on various boards, including UCSAF, COSTECH, and UDSM's College of ICT, furthering her contributions to Tanzania's technological and communication advancements.

Arubee Ngaruka

Director of Postal Services

Arubee Bakari Ngaruka is a seasoned executive with over 15 years of experience in Administration, Finance and Management within public and private sectors. Since 2023, he has served as the Director of Postal Services at Tanzania Posts Corporation (TPC), Arubee is at the forefront of modernizing Tanzania's postal services, driving strategic improvements, and enhancing operational efficiency nationwide.

His career at TPC includes key leadership roles such as Regional Manager for Dar es Salaam and Tabora Regions, Principal Finance Officer, and Acting Assistant Manager of Management Accounting. Before joining public service, he worked as a Sales Representative at SBC Tanzania Ltd (Pepsi Cola), gaining valuable expertise in customer relations and sales.

Arubee holds an MBA in Corporate Management from Mzumbe University and an Advanced Diploma in Accountancy from TIA. He is also a Certified Director from the Institute of Directors in Tanzania and a Certified International Leader from RAKNPA, India.

Arubee is committed to driving innovation and operational excellence in Tanzania’s postal sector.

Constantine Kasese

Director of E-Business, Financial and Agency

Kasese holds a Master’s Degree in Business Administration (Corporate Management) from Mzumbe University and a Bachelor’s Degree in Regional Development Planning from the Institute of Rural Development Planning (IRDP). Additionally, Constantine is a Certified Director from the Institute of Directors and has specialized training in Protocol, Public, and International Relations from the Centre for Foreign Relations.

Joining TPC in 2019 as Manager of Corporate Planning, Constantine was instrumental in shaping the organization’s strategic direction. He later assumed the role of Manager of Business Operations before his promotion to his current position. A key achievement under his leadership includes the successful implementation of Posta Kiganjani, an innovative e-business platform modernizing Tanzania's postal services.

Constantine also represents Tanzania on the global stage, serving as the National Coordinator for the UPU Quality of Service Fund and Co-Chair of Physical Services and E-Commerce at the Universal Postal Union (UPU). Through his leadership, TPC continues to expand its digital services, enhancing operational efficiency and customer satisfaction.

Amwesiga Kamihanda

Director of Corporate Human Resource Management and Administration

As the Director of Corporate Human Resource Management and Administration at Tanzania Posts Corporation (TPC), Kamihanda oversees the corporation's human resource management and development functions. He joined TPC in October 2022, bringing with him a wealth of experience from his previous role at the President’s Office for Public Services Management and Good Governance. Kamihanda plays a key role in shaping TPC's HR strategies, ensuring the alignment of the corporation's workforce with its long-term goals and objectives.

With a strong foundation in public administration, Kamihanda is adept at managing complex human resource operations and driving organizational reforms. His expertise in HR management, combined with his experience in public sector reforms, enables him to lead initiatives that enhance employee performance, engagement and development across TPC.

Kamihanda holds a Master’s Degree in Public Administration and Public Sector Reforms from Seoul National University in South Korea, as well as a Bachelor’s Degree in Public Administration from Mzumbe University. His academic background has provided him with a solid understanding of public sector governance and the ability to implement transformative HR strategies that meet the needs of a modern workforce.

Michael Njau

Director of Information and Communication Technology

He leads the corporation’s digital transformation and oversees all aspects of postal systems and ICT management. Since joining TPC in 2022 from the e-Government Authority (eGA), Michael has been instrumental in modernizing the corporation’s technological infrastructure, improving service efficiency, and fostering innovation.

With a Bachelor’s Degree in Computer Science from the University of Dar es Salaam and extensive experience in managing large-scale ICT infrastructures, Michael has a proven track record of streamlining ICT systems in both governmental and corporate environments. His work ensures that TPC’s technological operations meet global standards and address the evolving demands of the postal industry.

Michael’s leadership is at the core of TPC’s strategy to embrace digital transformation, ensuring the corporation remains competitive in an increasingly technology-driven world.

Esther Epaphra

Director of Finance and Planning

Esther Epaphra is the Director of Finance and Planning at Tanzania Posts Corporation, a position she assumed in December 2023. She is managing the corporation’s financial strategies, driving revenue growth, reducing costs and overseeing accounting operations to support key management decisions. Esther’s expertise in financial planning, budgeting, and performance evaluation makes her a vital leader in enhancing TPC’s operational efficiency and financial sustainability.

Before joining TPC, Esther held senior roles at TIB Development Bank, including Manager of Financial and Budget Reporting and Director of Development Financing. She has also served as Chief Risk Officer at Access Bank Tanzania, led internal audits at FBME Bank Tanzania and worked as Finance Business Partner at Barclays Bank Tanzania. Esther holds a BA (Hons) in Business Studies from Sheffield Hallam University and an MBA from the University of Hull. She is a Fellow of the Association of Chartered Certified Accountants (FCCA) and a member of the NBAA.

Her extensive experience in finance and risk management supports her leadership in driving organizational growth and success.

Amos Millinga

Acting Director of Marketing and Public Relations

Amos Millinga is the Acting Director of Marketing and Public Relations at Tanzania Posts Corporation (TPC). He joined the corporation in 2017 as the Mara Regional Postal Manager and has steadily advanced through various roles. His expertise lies in business management, marketing, and corporate communications.

Milinga began his journey with TPC in 2017 as Regional Postal Manager for Mara Region, where he successfully managed operations and led marketing initiatives. In 2019, he was transferred to Arusha, continuing in a similar managerial capacity. His strategic leadership in regional offices earned him a promotion to Corporate Marketing Manager at TPC Headquarters in 2021. As of 2024, Milinga serves as the Acting Director of Marketing and Public Relations, overseeing both marketing and communication strategies for the corporation.

Milinga holds a Master’s Degree in Business Administration from Mzumbe University and a Bachelor’s Degree in Business Management with a focus on Marketing from the College of Business Education (CBE).

In his current role, Milinga plays a vital role in shaping TPC's marketing efforts and public relations, driving initiatives that enhance the corporation’s visibility and service delivery across Tanzania.

Erick Maximillian

Head of Legal Services

Maximillian oversees the corporation's legal and compliance affairs. He has plays an integral role in advising the Corporation’s Management and Board, ensuring adherence to legal standards and enhancing governance practices. Maximillian also served as the Corporation Secretary, providing legal guidance and leadership to the organization during a crucial period of change and transformation.

With extensive experience in the legal field, Maximillian has held several key positions, including Corporation Secretary and Board Secretary. His leadership extended to overseeing strategic decisions as the Secretary of several board committees, including finance, audit, and operations. Additionally, Maximillian has contributed to other sectors through his work on various ad hoc inquiry committees for Air Tanzania, the Medical Stores Department (MSD) and Tanzania Standard Newspapers Limited (TSN). He is also the CEO and Secretary of Elects & Disciples Company Limited since 2019.

He holds an LLM in Procedural Law and International Legal Practice from the University of Dar es Salaam, as well as a Postgraduate Diploma in Practical Legal Training from The Law School of Tanzania. He also earned an LL.B (Hons) from the University of Dar es Salaam, building a solid foundation for his legal expertise.

Maximillian brings a wealth of experience in legal practice, corporate governance, and leadership, making him a key asset in the transformation and strategic direction of Tanzania Posts Corporation.

Zuhura Adam Pinde

Head of Internal Affairs Unit

Zuhura Adam Pinde is the Head of Internal Affairs Unit at Tanzania Posts Corporation. She is an experienced professional with expertise in law, security, investigation, and corporate management. She joined the corporation in October 2008 as a Senior Investigation Officer and has since held various roles, including Senior Legal Officer, Corporate Lawyer, and Corporate Secretary.

Zuhura holds a Master’s Degree in Business Administration from Mzumbe University (Dar es Salaam Campus). She also earned a Postgraduate Diploma in Law Mediation and Arbitration, and a Bachelor’s Degree in Law (LLB). She is a recognized Advocate of the High Court of Tanzania.

Her diverse qualifications and experience in legal and investigative roles make her a valuable asset to the organization.

Gervas Seth

Head of Procurement Management Unit

 

Gervas Seth is the Head of Procurement Management Unit at Tanzania Posts Corporation, having joined the organization in 2016 as an Internal Audit Officer from Brac Tanzania Finance Limited. His expertise in auditing and procurement has been key to his success within the corporation.

Gervas began his journey at TPC in the Internal Audit Unit, where he worked from 2016 to 2018. In 2018, he was appointed Acting Head of the Procurement Management Unit, and after two years in this role, he was promoted to Head of Procurement in 2020—a position he continues to hold today.

Aicha Kimambo

Head of the Government Services Unit

 

Aicha currently serves as the Head of the Government Services Unit at Tanzania Posts Corporation, a role she has held since July 2023. With over 25 years of experience in ICT systems management and postal services, she has been integral to the deployment of critical postal systems across 21 African countries, particularly focusing on enhancing service efficiency and digital transformation. Aicha's journey at the Tanzania Posts Corporation (TPC) began in 1997, where she progressed through various roles, most notably as Manager of the UPU (Universal Postal Union) Regional Technical Centre. In this role, she led the implementation of UPU postal systems and software, helping streamline services in both mail management and financial operations across English-speaking African countries. She has also managed key projects like the E-Commerce Initiative financed by the World Bank and the operationalization of One Stop Service Centres, offering multiple government services to Tanzanian citizens.

Aicha holds a Master of Business Administration (MBA) and a Bachelor of Science (BSc) from the University of Dar es Salaam. Additionally, she earned an NCC International Advanced Diploma in Computer Studies from the Institute of Information Technology (IIT). She has further certifications in database administration and various postal systems.

Aicha proudly led the Deployment of UPU systems across 21 African nations, managed the E-Commerce readiness study for Tanzania funded by the World Bank and coordinated the launch of One Stop Service Centres for government services at TPC.

David Andrea Sutta

Head of Risk and Quality Management Unit.

 

David Andrea Sutta is the Head of Risk and Quality Management Unit at Tanzania Posts Corporation, a position he has held since July 2023. With over two decades of dedicated service in the postal sector, David has established himself as a leader in quality management and project implementation, driving significant improvements in postal services across Africa. His professional journey began with a Bachelor of Science in Mathematics and Statistics from the University of Dar es Salaam, followed by a Postgraduate Diploma in Computer Science. David has further enhanced his expertise through various certifications, including Quality Management from the International Postal Training Centre and multiple ISO standards.

Throughout his career, David has successfully managed several high-impact projects, notably under the auspices of the Universal Postal Union. His projects have focused on enhancing postal service efficiency, improving service quality, and preparing postal organizations for the evolving e-commerce landscape. In addition to his project management role, David served as the Chairman of the Tanzania Posts Corporation Tender Board from November 2019 to June 2023, overseeing procurement processes and ensuring compliance with quality standards.

Elia Patrick Kutimwa Madulesi

Head of Communication and International Postal Affairs (CIPA)

Elia Patrick Kutimwa Madulesi is the Head of Communication and International Postal Affairs (CIPA) at Tanzania Posts Corporation (TPC), where he has served since 1997. With over two decades of experience in public relations, communication and international postal affairs. He has been instrumental in shaping TPC’s communication strategies and fostering strong international partnerships.

Throughout his career, Madulesi has held pivotal roles, including Senior Officer in the Communication and International Postal Affairs office. He currently leads the CIPA unit, serving as a critical link between TPC and global postal organizations. His contributions extend to leadership positions in regional and international organizations, such as Vice Chairman and Board Member of the Southern African Postal Operators Association (SAPOA) and Chairman of the East African Communications Organizations (EACO) Postal Assembly.

Madulesi holds a Master’s Degree in Economics from Bradford College, England and a Diploma in Economics from Mzumbe University. His educational background complements his leadership in international postal relations, driving collaboration and enhancing communication across postal operators in Southern and Eastern Africa.

Head of Logistics Unit

Ramadhani Mathias Ng’wendankono serves as the Head of Logistics at Tanzania Posts Corporation (TPC), where he oversees a dynamic portfolio of logistics operations, fleet management, and both local and international transportation services. Since joining TPC in 2019, Ramadhani has applied his expertise to streamline logistics processes, resulting in significant operational efficiencies and enhanced service reliability. His role is vital to TPC’s commitment to timely, dependable delivery services across Tanzania and internationally, with a focus on optimizing resources and improving performance.

Throughout his career at TPC, Ramadhani has led initiatives that have elevated operational standards and minimized costs through strategic route planning and fleet optimization. His approach to logistics emphasizes reducing delays, enhancing service consistency, and implementing data-driven solutions that support long term cost effectiveness. In previous roles, including Motor Transport Officer, he introduced fleet and route optimization strategies that improved service performance and instituted fuel control measures that reduced operating costs. Before joining Tanzania Posts Corporation (TPC), Ramadhani served as an Operations Supervisor at APM Terminals.

Ramadhani holds a Master’s degree in Logistics and Transport Management and a Bachelor’s degree in the same field from the National Institute of Transport. His academic and professional background fuels his strategic vision for TPC’s logistics unit, focusing on continuous improvement and aligning operational goals with corporate objectives.

Ntuli Mwakyusa Mwammenywa

Head of Internal Audit Unit

Ntuli Mwakyusa Mwammenywa serves as the Head of the Internal Audit Unit at Tanzania Posts Corporation (TPC). In this role, he is responsible for ensuring the integrity of TPC’s financial and operational processes by conducting risk-based audits and providing independent assessments of internal controls. Ntuli oversees compliance with regulatory requirements, identifies areas for improvement, and advises management on enhancing efficiency and mitigating risks.
